Daly City is a community to be proud of, but we have faced serious challenges over the last four years. Today, Daly City faces a growing structural deficit, families continue to struggle with the cost of housing, businesses face barriers to opening and growing, and residents continue to expect better results from City government.

Most candidates in this election are talking about many of the same issues. But three of them are already on the City Council. They have had four years and the power to make a difference, and these problems are still here—or have gotten worse. Now they are asking voters for another four years.

Asia is running because she believes Daly City can do better. As a longtime Daly City resident, mother, immigrant, and small-business owner, she will bring a practical and balanced approach to City Hall focused on solving problems, taking responsibility for results, and delivering for our community.

These are Asia's priorities for the next four years.

Champion Public Safety

Every Daly City resident should feel safe in their home, neighborhood, business, and community. In a city of more than 100,000 residents, where many families communicate in languages other than English, effective public safety requires both strong emergency services and strong relationships between those services and the communities they protect.

• Maintain appropriate staffing and resources for police and fire services

Daly City must ensure that our police and fire departments have the staffing, equipment, training, and resources necessary to provide timely emergency response and protect residents throughout the City.

• Continue to strengthen trust, accountability, and community relationships

Effective public safety depends on strong relationships between residents and the people who serve them. Asia supports recruiting qualified officers with strong community ties, cultural awareness, and language skills, while continuing to support accountable policing, appropriate training, and stronger communication between public safety personnel and Daly City's diverse communities.

• Improve communication with immigrant communities and Asian seniors

Language should not prevent residents from understanding how to report a crime, request assistance, or communicate with emergency services. With a majority of Daly City residents speaking a language other than English at home, Asia supports expanding multilingual public-safety information and improving outreach to immigrant communities and seniors who may face language barriers.

• Keep our streets and neighborhoods safe

Public safety also means protecting pedestrians, children, seniors, and drivers. Asia supports thoughtful traffic-safety improvements and enforcement where needed, particularly around schools, busy intersections, and areas where residents have identified recurring safety concerns.

Balance Affordability and Neighborhood Livability

Asia chose Daly City as the place to raise her family and has called it home for nearly 20 years. Today, more than half of Daly City renter households spend more than 30 percent of their income on housing, and one in three spends more than half. Asia understands why families want to stay here, but also how difficult housing costs can make it for working families, young people, and the next generation to build their lives in the community.

For Asia, addressing housing means finding a practical balance: creating more opportunities for people to live in Daly City, helping longtime residents remain here, and protecting the quality of life that makes families want to stay here in the first place.

• Create more housing opportunities

Daly City needs more housing options for working families, young people, seniors, and others who want to make their lives here. Asia supports creating new housing, including affordable housing, where it makes sense while maintaining the homes and neighborhoods Daly City residents already depend on.

• Make the best use of land

Daly City is already largely built out, so future development will require making thoughtful use of existing properties. Asia supports responsible redevelopment of vacant and underused properties and appropriate commercial areas to create new housing and other productive uses.

• Help Daly City families avoid displacement

When residents face financial hardship or housing instability, losing their home should not be the first outcome. Asia supports helping residents connect with available programs and resources that can help them remain housed and stay in their community.

• Protect both renters and housing providers

Asia does not support expanding local rent control or mandatory Opportunity to Purchase Act policies. She believes housing policy should recognize the real costs of owning, maintaining, and improving rental housing while protecting residents from unfair treatment and displacement.

• Preserve neighborhood livability

New housing must also account for roads, traffic, parking, infrastructure, public services, and surrounding neighborhoods. Asia supports streamlining unnecessary approval requirements while balancing the need for more housing with the quality of life of existing residents.

Strengthen Local Commerce and Daly City's Economy

Small businesses are an essential part of Daly City's economy, neighborhoods, and identity. They also contribute directly to the revenues that support public safety, infrastructure, parks, programs, and other City services.

Asia's experience in restaurants, hotels, commercial real estate, and other businesses has given her firsthand experience with how permitting, administrative processes, costs, and government decisions affect businesses. She believes City government should help responsible businesses open and succeed rather than create unnecessary obstacles to investment and growth.

• Make Daly City easier to do business in

Entrepreneurs should be able to understand what the City requires of them. Asia supports streamlining permitting and licensing where possible, improving coordination between City departments, establishing clearer requirements and timelines, and communicating with applicants throughout the process.

• Review outdated and unnecessary barriers

City regulations serve important purposes, but requirements that are outdated, duplicative, or unnecessarily burdensome should be reviewed. Asia supports working directly with business owners to understand the obstacles they encounter and identify processes that can be improved without compromising legitimate public protections.

• Help immigrant and first-time entrepreneurs navigate government

Nearly half of Daly City residents were born outside the United States, and many local entrepreneurs may be navigating City requirements in a second language or interacting with local government for the first time. Asia supports multilingual information and practical assistance that helps entrepreneurs understand and comply with City processes.

• Ensure businesses are treated fairly and consistently

Business applications should be evaluated according to clear and consistent standards. Asian-owned restaurants and businesses should not encounter informal assumptions that a neighborhood already has "too many" businesses serving a particular community.

• Help existing businesses grow and fill vacant storefronts

Daly City's economic-development efforts should not focus only on attracting new businesses. Asia supports helping existing businesses expand, encouraging productive use of vacant commercial spaces, and connecting entrepreneurs with available technical assistance and business resources.

• Encourage productive redevelopment and new investment

With limited undeveloped land remaining, Daly City's future growth will increasingly depend on how well the City uses the properties it already has. Asia supports responsible redevelopment of appropriate underused and aging properties and attracting investments that create jobs, commercial activity, housing, and other productive uses.

• Connect economic development with local opportunity

When Daly City attracts investment and development, residents should have opportunities to benefit. Asia supports partnerships with businesses, educational institutions, workforce programs, and other organizations that can connect residents with career training, skilled trades, and employment opportunities.

• Restore Daly City's financial stability

Daly City faces a structural General Fund deficit projected at approximately $7.9 million in the current fiscal year and $8.8 million the following year. Asia believes the City Council must take responsibility for the financial results of its decisions. She supports examining spending, strengthening the City's revenue base, growing the local economy, and helping businesses succeed before asking residents and businesses to pay more, with tax increases treated as a last resort.

Make Daly City Better for Families, Seniors, and the Next Generation

Daly City should be a community where children can grow, families can build their lives, seniors can remain connected, and residents have places and opportunities that bring them together.

More than one in five Daly City residents is now 65 or older. As the needs of our community change from one generation to the next, the City's parks, recreation programs, community facilities, and services play an important role in maintaining quality of life and keeping residents connected at every stage of life.

• Invest in parks, recreation, and community spaces

Asia supports maintaining and improving the parks, recreational facilities, public spaces, and community facilities that bring residents together and contribute to Daly City's quality of life.

• Create more opportunities for community activities

Neighborhood events, cultural programs, recreational opportunities, and other community activities help residents build relationships with one another and with the City. Asia supports opportunities that bring together residents from Daly City's different neighborhoods, generations, and communities.

• Support residents at every stage of life

Daly City's children, working families, and seniors have different needs. Asia supports working with schools, community organizations, service providers, and other partners to connect residents with programs and resources that improve quality of life.

• Make City services easier to access

Residents should be able to understand what services are available and how to use them. Asia supports improving communication about City programs and expanding multilingual access where language barriers prevent residents from receiving services.

Make City Government Accessible, Inclusive, and Representative

Daly City's diversity is one of its greatest strengths. Nearly half of Daly City residents were born outside the United States, almost 60 percent speak a language other than English at home, and Asian residents make up a majority of the City's population.

City government should reflect and understand the community it serves. It should be easy to reach, willing to listen, and accountable to residents. People should not need special connections, fluency in English, or an understanding of City bureaucracy to have their concerns taken seriously.

• Protect residents from discrimination

Asia will support the fair and equal treatment of residents regardless of race, ethnicity, national origin, religion, age, disability, sex, sexual orientation, gender identity, or other protected status.

• Protect and support immigrant communities

Immigrants are an essential part of Daly City's families, workforce, businesses, and community. In a city where nearly half of residents are foreign-born, local government must be capable of serving people from many different backgrounds. Asia supports ensuring immigrant residents can interact with local government, seek assistance, and participate in civic life without language or cultural barriers preventing them from being heard.

• Ensure equal access to City government

With a majority of Daly City residents speaking a language other than English at home, language access is not a secondary issue. Asia supports multilingual communication and culturally accessible outreach so residents can access services, understand City decisions, and participate in local government.

• Engage residents earlier and bring City government into the community

Community outreach should begin before major decisions have effectively already been made. Asia supports earlier neighborhood engagement, multilingual outreach, neighborhood meetings, community events, and more direct opportunities for residents to communicate with City leadership.

• Help residents navigate City Hall

Whether someone has a neighborhood concern, public-safety issue, permit problem, or difficulty accessing a City service, residents deserve clear information about where to go and confidence that their concern will receive appropriate follow-through.

• Broaden participation and representation in civic life

According to campaign voter data, Daly City has approximately 7,400 registered Chinese voters, making them the City's third-largest voter population, yet Daly City has never elected a Chinese councilmember. Asia wants to encourage greater participation by Chinese residents and other communities that have historically been less involved in City government, while ensuring that every resident has an opportunity to be heard.

• Recognize and include Daly City's diverse communities

Daly City's Chinese community has been part of the City for generations, yet Daly City held its first official Lunar New Year celebration at City Hall only in 2024. Asia believes inclusion should be reflected not only in celebrations and recognition, but also in how the City communicates, provides services, makes decisions, and ensures communities have a voice in local government.

• Represent the entire community

Becoming Daly City's first Chinese councilmember would be an important milestone, but Asia's responsibility on the City Council would be to every resident. Public safety, housing costs, City finances, local businesses, neighborhood quality of life, and responsive government affect the entire community. Asia believes better representation should strengthen City government for everyone.

• Create opportunities for the next generation

Young people should have opportunities to learn how local government, campaigns, and public service work. Asia supports creating pathways for Daly City youth to participate in civic life and develop the experience to become future community leaders.
